"New projects" detection followed two phases. The first phase ended in December 2021 with the approval by the Civil Protection Department of 21 macro-intervention plans, proposed by the regions and autonomous provinces. The macro-intervention featured a sufficient level of detail to ensure the most relevant information: the reference event, the type, such as whether hydrogeological or hydraulic, and the concerned territory, along with the reference to the relevant resolution of the state of emergency, and the compliance with the DNSH principle, provided in the common access requirements. During the second phase, developed in the course of 2022, the Civil Protection Department asked all Regions and Autonomous Provinces to proceed with the detailed definition of the interventions resulting from the plans approved in December 2021, with the indication of the implementing party, the acquisition of the project identification code (CUP) and an illustrative report with a description of the elements at risk, the residual risk and the project design status available. The Head of the Department, upon completion of the preliminary activity conducted by the NRRP Organizational Unit, proceeded to issue no. 21 decrees - one for each Region and Autonomous Province - approving the detailed lists of new interventions, resulting from the Plans approved by December 31, 2021, pursuant to the Decree of the President of the Council of Ministers of August 23, 2022, on "Allocation and modalities of transfer to the Regions and Autonomous Provinces of Trento and Bolzano of the financial resources of Mission 2, Component 4, Sub-investment 2.1.b. of the National Recovery and Resilience Plan (NRP)."

Following the approval of the aforementioned decrees for the detailed lists of new interventions, there was a need for some Regions/Autonomous Provinces to request correction or remodulation of the decrees without any change in the total amount financed.
